Responding to Oil Spills in Arctic Environments

Study in Progress: Upcoming Report

At any given time, dozens of studies are underway to address specific issues in Earth & Life Studies that will lead to reports. These studies range in scope and length: some rapidly address questions to meet immediate decision making needs (for example, one report on why New Orleans' levees failed in Hurricane Katrina was absolutely necessary before the next hurricane season), while others deal with broader or ongoing issues and can span a number of years (as in the case of an ongoing review of efforts to restore the Everglades).

Responding to Oil Spills in Arctic Environments

Statement of Task

The National Research Council will assess the current state of the science regarding oil spill response and environmental assessment in the Arctic region (with a specific focus on the regions north of the Bering Strait), with emphasis on potential impacts in U.S. waters. As part of its report, the NRC-appointed committee will further develop existing decision tools and approaches that utilize a variety of spill response technologies under the types of conditions and spill scenarios encountered at high latitudes. The report will also review new and ongoing research activities (in both the public and private sectors), identify opportunities and constraints for advancing oil spill research, describe promising new concepts and technologies for improving the response, including containment approaches to reduce spill volume and/or spatial extent, and recommend strategies to advance research and address information gaps. The committee will also assess the types of baselines needed in the near-term for monitoring the impacts of an oil spill and for developing plans for recovery and restoration following an oil spill in U.S or international waters where a spill could potentially impact US natural resources. For assessing the state of the science, the committee will address the following topics:

(1) Scenarios. Identify potential "hot spots" in U.S. or adjacent waters through mapping of activities that could generate an oil spill (marine transportation routes, cruise ships, fishing, pipeline locations, fuel storage facilities, oil and gas exploration and production) and preventative steps that could be taken to avoid a spill. The scenarios would include descriptions of oil type (including biofuels and diesel fuel) and possible volume and trajectories of spills, season, and geographic location, including proximity to local communities and highly valued fish, bird, and marine mammal habitats.

(2) Preparedness. Describe the anticipated operating conditions, such as ice conditions, currents, prevailing winds, weather, amount of daylight, sea state, and distance/accessibility from responders and resources. This will include an evaluation of the state of hydrographic and charting data for higher risk areas.

- Assess infrastructure (including communication networks), manpower, and training necessary to operate in these conditions.
- Identify avenues for participation of and communication with indigenous communities and regional governmental (e.g. Alaska State) entities during planning and response.
- Build on existing agreements and identify gaps for international cooperation in establishing locations for incident command management, staffing, and supplying oil spill response infrastructure, recognizing the international interests in navigation and resource exploitation in Arctic environments.

(3) Response and Clean Up. Evaluate the effectiveness and drawbacks of current methodologies used in response to a spill in Arctic conditions.

- Assess utility of existing and promising new technologies to detect, map, track and project trajectories of spills under the anticipated operating conditions (e.g., ice conditions, visibility). Evaluate the effectiveness of oil dispersal, removal and recovery technologies under the following criteria: Operation under various conditions and time frames (volatile fractions, wind, sea state, temperature, degree of emulsion, oil type and viscosity); Spatial and temporal dimensions of the spill and the response; Transportation of equipment to remote areas; Natural oil degradation rates; and Ancillary effects of response operations on the indigenous communities, environment, and marine species.

- Assess the potential for separating and recovering spilled oil from water, ice, rocks, and sediment. This assessment will include discussion of constraints in the handling, storing, and disposing of recovered oil in situ or in remote locations, the volume of material to be treated, selection of methodologies for incineration or recycling onboard ship or in a remote location, and the further disposal or transport of the recovered product. The assessment will also include discussion of fate and effects of unrecovered oil left to biodegrade and weather in Arctic environments.

(4) Strategies for Establishing Environmental Baselines for Spill Response Decisions. Characterize the types of baseline information needed in the event of an oil spill. Evaluate existing pre-spill strategies for resource protection and identify additional protection options for resources at risk. Identify sampling and monitoring priorities for establishing baseline conditions and evaluating impacts of a potential spill.

Study committees typically gather information through: 1) meetings that are open to the public and that are announced in advance through the National Academies Web site; 2) the submission of information by outside parties; 3) reviews of the scientific literature, and 4) the investigations of the committee members and staff. In all cases, efforts are made to solicit input from individuals who have been directly involved in, or who have special knowledge of, the problem under consideration.

In accordance with federal law and with few exceptions, information-gathering meetings of the committee are open to the public, and any written materials provided to the committee by individuals who are not officials, agents, or employees of the National Academies are maintained in a public access file that is available for examination.

The committee deliberates in meetings closed to the public in order to develop draft findings and recommendations free from outside influences. The public is provided with brief summaries of these meetings that include the list of committee members present. All analyses and drafts of the report remain confidential.

What It Takes to Bring the State of Israel's Analog History Online

The nation with a modern repurposing of an ancient language is now repurposing its own history.

It's a small league. Six teams. But this game's big -- 8,000 people have turned out -- and it's a classic underdog situation: The players have met four times before, officially, and each time, the same team won.

The year? 1935. The city? Tel Aviv. But you can watch the match -- between the Maccabi and Hapoel sports unions -- online:

The video's available on Youtube due to the new digitization efforts of workers at the Israeli National Archives. Last week, they began?an English-language blog of archived material, where they'll post interesting material relevant to whatever's in the news. Israel's new Chief Archivist, Yaacov Lozowick, describes the effort in an interview with Yair Rosenberg over at Tablet Magazine.

Lozowick understands the Archives, both online and off-, to have distinctly civic ends. "The mission of the archives is to transfer the documentation of the government to the possession of the governed," Lozowick told Rosenberg. "[E]nabling the citizens to have free and easy access to their documentation -- within the obvious constraints -- will enrich the public discourse and strengthen Israeli democracy."

The blog's part of a larger effort to digitize all of Israel's analog state records. But to do that, they must first limit and grapple with their data set, by making a list of every?Israeli government position and the functions of each. This is something that's never been done, as "the various levels of officialdom [might] fulfill some 100,000 functions." The whole process recalls a programmer's method, going through and defining all the functions it's possible to call before being able to use any of them.

The entire interview is worth reading, if only for a look at how institutional repositories of information continue to grapple with the Internet. Because this isn't a new behavior. Scanning?archived material, posting it online, riffing on it: There's even a word for it. Back in April 2009, Tim Carmody (now a writer at the Verge) called?it?paleoblogging, claiming?it part of the vast scholarly project:

[Paleoblogging] is the fundamental humanist endeavour -- taking knowledge that took a tremendous amount of energy and expenditure to achieve, and that would otherwise go UNknown, and giving it a new social life, a new audience.

When Carmody classified it, he was describing many small, often one-person paleoblogging campaigns, sustained by passion or the heft of academic institutions. But now Matt Novak's Paleofuture (mentioned in that post) resides on the servers of none other than the Smithsonian.?Our own National Archives?blogs?one item from its shelves a day, and university archives cultivate Twitter?to reveal how the past undergirds the present.?There may be special resonance that the nation of Israel -- brought into being by rhetoric-driven action and sustained by the modern repurposing of a paleo-language? -- is now paleoblogging its own history.

And there's one more trend worth noting here. In his interview, Rosenberg muses that the archive's store "will soon become daily Internet fodder." A paleoblogger, indeed, needs to follow the news cycle: When a former Prime Minister?died?last weekend, Lozowick had -- by Monday -- located relevant papers, declassified what he could, and?posted them?with a short summary to his blog.?

But paleoblogging is only part of a larger trend in which academics flirt with journalism and consider the newsworthiness of what they write: or, better put, the?webworthiness?of what they write.?At?a humanities conference last month, George Mason professor Dan Cohen wondered aloud about the scholarly article and the news hook:

Archivists are already attuned to the news: They're hunting for objects, and objects only become available in spurts. (Who knows when the next local politician will hold an estate sale?)??But as the academy bends toward the web, it's worth remembering that the web's habits allow both for the success of topical, "journalistic" content -- the analyses, punditry, and analogizing of a political blogger -- and the flourishing of shows like Radiolab -- defined by their sensibility and even aversion to the news cycle.?Paleoblogging today is exciting, enriching, democratic. But in the future -- as whole archives become available -- its products might be assembled into something artistic, something beyond frenetic. The news peg of the archive could become downright monumental.

Findings highlight importance of appropriate antibiotic use in community settings

[EMBARGOED FOR JULY 2, 2012] A new study published in Clinical Infectious Diseases and available online shows how seasonal changes in outpatient antibiotic use retail sales of antibiotics typically get a boost during the winter can significantly alter seasonal patterns of drug resistance. The findings suggest that hospital campaigns to reduce inappropriate antibiotic use should be coordinated with efforts in the broader community if they are to be most effective.

In the study, Dr. Ramanan Laxminarayan, director of the Center for Disease Dynamics, Economics and Policy in Washington, D.C., and research scholar at Princeton University, and Eili Klein and Lova Sun at Princeton University show a link between changing rates of antibiotic consumption and resistance. They also suggest that restrictions imposed by hospitals may be undermined if usage at the community level is not addressed. "Considering that approximately 260 million antibiotic prescriptions are filled each year," they noted, "individual hospitals' efforts to restrict antibiotic usage are unlikely to have a large effect on certain pathogens unless complemented by and coordinated with campaigns at the community level."

Dr. Laxminarayan and his colleagues demonstrate that highly seasonal temporal relationships exist between some combinations of prescriptions among five classes of antibiotics (representing almost three-quarters of yearly antibiotic prescriptions) and resistance levels of two bacteria, Escherichia coli and methicillin-resistant Staphylococcus aureus (MRSA). Specifically, resistant E. coli and MRSA were significantly correlated with lagged antibiotic prescriptions for drugs that were highly prescribed, but uncorrelated with antibiotics that were not used as often.

To analyze prescribing patterns, the researchers relied on data collected from U.S. retail pharmacies from 1999 to 2007. Information about resistance came from a repository of test results collected from more than 300 laboratories spread throughout the country. In nearly all cases analyzed, a one-month lag was found between high antibiotic prescription levels and the prevalence of resistant E. coli and S. aureus.

Because the sheer quantity of antibiotic consumption is still the main driver of resistance, Dr. Laxminarayan said, "decreasing inappropriate use through flu vaccinations and better education of both patients and physicians on when to use antibiotics will have an immediate impact." The United States still uses more antibiotics per capita than most comparable countries, and "there is room to lower prescribing without compromising on outcomes." The researchers plan future studies to examine other combinations of antibiotics and resistant bacteria, and to specify subpopulations of the U.S.

Findings highlight importance of appropriate antibiotic use in community settings

[EMBARGOED FOR JULY 2, 2012] A new study published in Clinical Infectious Diseases and available online shows how seasonal changes in outpatient antibiotic use retail sales of antibiotics typically get a boost during the winter can significantly alter seasonal patterns of drug resistance. The findings suggest that hospital campaigns to reduce inappropriate antibiotic use should be coordinated with efforts in the broader community if they are to be most effective.

In the study, Dr. Ramanan Laxminarayan, director of the Center for Disease Dynamics, Economics and Policy in Washington, D.C., and research scholar at Princeton University, and Eili Klein and Lova Sun at Princeton University show a link between changing rates of antibiotic consumption and resistance. They also suggest that restrictions imposed by hospitals may be undermined if usage at the community level is not addressed.
