Browns, coach Pat Shurmur lose season finale to Steelers 24-10

PITTSBURGH ? Pat Shurmur?s career as Browns coach is expected to be over by Monday.

If that?s the case, he ended with a 24-10 loss to the Steelers.

The Browns played hard ? sometimes too hard ? in the season finale, but a few crucial mistakes cost them. They finished 5-11 and haven?t won at least six games in a season since 2007.

Shurmur is 9-23 in two seasons.

Quarterback Thaddeus Lewis looked poised in his first NFL action, going 23-for-32 for 204 yards, a touchdown and an interception. He left the game in the final two minutes after taking a huge hit on a sack.

The touchdown was a 5-yard pass to Greg Little in the back of the end zone after Lewis bought time and rolled left. But he threw an interception in the red zone in the first quarter to end a scoring threat and struggled on deep balls.

He wasn?t the only Browns player with a big negative play.

** Rookie receiver Josh Gordon fumbled on Cleveland?s 25-yard line, setting up a Pittsburgh touchdown before halftime. Gordon injured his ankle on the play and didn?t return.

** A promising drive at the end of the third quarter stalled after a false start penalty on left guard John Greco ? he later left with a knee injury ? a sack and a holding penalty on Joe Thomas.

** Rookie receiver Travis Benjamin fumbled after a 13-yard completion in the fourth quarter as the Browns tried to rally. He wasn?t touched after he slid down with the catch ? the call withstood a replay review ? got up and had the ball poked away by cornerback Cortez Allen.

The Steelers turned the turnover into a game-sealing touchdown on a 12-yard pass from Ben Roethlisberger to Plaxico Burress.

** Phil Dawson, voted to the Pro Bowl last week, missed a 39-yard field goal. He bounced back with a 51-yarder.

Tempers flared in the third quarter after Browns defensive tackle Phil Taylor knocked Steelers lineman Kelvin Beachum from the game with a forearm behind the play. Beachum was tested for a concussion and didn?t return.

The Steelers went after Taylor on the next play and there were several skirmishes the rest of the way. Browns defensive linemen Billy Winn and Ahtyba Rubin received personal fouls following a Pittsburgh extra point.

AP falls short of Dickerson; Wilson ties Manning

Adrian Peterson nearly ran into the NFL record book, falling 9 yards short of breaking Eric Dickerson's single-season rushing mark.

Peterson had 199 yards and a touchdown in Minnesota's 37-34 victory over the Green Bay Packers on Sunday, becoming the seventh NFL player to rush for 2,000 yards in a season. He needed 208 when the day began to top Dickerson's record of 2,105 set in 1984.

"I know Eric Dickerson is feeling so good right now," Peterson said with a chuckle, referencing comments Dickerson made a few weeks back saying he hoped Peterson didn't break his record. "But God willing, I'll get it next year."

Peterson, who finished the regular season with 2,097 yards on the ground, also tied Hall of Famer Earl Campbell's single-season mark with his seventh game of 150 yards rushing or more.

"He is without question the best running back in our game and truly, in my mind, the MVP of our league," Vikings coach Leslie Frazier said after his team earned a playoff spot with the win.

Seattle quarterback Russell Wilson tied Peyton Manning's NFL record for most touchdown passes by a rookie with 26 after a third-quarter score in a 20-13 win over St. Louis.

"To tie that record is really something special," Wilson said. "It's a tribute to my faith and all God has put me through, but also to my team and what they've done."

Manning threw for three touchdowns in a game for the 73rd time, surpassing the record set by Brett Favre. Manning finished 23 of 29 for 304 yards in Denver's 38-3 romp over Kansas City.

Andrew Luck, the man who replaced Manning in Indianapolis, finished as the only rookie in NFL history with at least 4,000 yards passing and 10 wins. The Colts beat the Houston Texans 28-16 for their 11th victory.

Detroit's Matthew Stafford finished the season with an NFL-record 727 pass attempts, topping Drew Bledsoe's mark of 691 in 1994. But he fell short of a second consecutive 5,000-yard season, finishing at 4,967.

Lions wide receiver Calvin Johnson narrowly missed becoming the first player with 2,000 yards receiving in a season. Johnson, who broke Jerry Rice's record of 1,848 yards receiving the previous weekend, finished at 1,964 after catching five passes for 72 yards. He also had his record streak of eight 100-yard receiving games snapped.

"Had a good year, but there's a lot of things that could have been done better," Johnson said. "There's always room to get better."

Drew Brees passed for 396 yards in New Orleans' 44-38 loss to Carolina, giving him 5,177 this season ? third-most behind the 2011 totals posted by himself (5,476) and New England's Tom Brady (5,235). Brees became the first player to eclipse 5,000 yards three times. His four TD passes gave him 43 in 2012, and he's the first player with 40 TD passes in consecutive seasons.

New Orleans also set a record it probably would rather have no part of as the Saints gave up 530 yards, raising their season total to 7,042 to break the old record of 6,793 allowed by the 1981 Baltimore Colts.

Houston's J.J. Watt and San Francisco's Aldon Smith failed to get any sacks Sunday, falling short of Michael Strahan's NFL record of 22?. Watt finished with 20?, while Smith had 19?.

FBI investigating Trenton housing developments started under former mayor Douglas Palmer

TRENTON ? The FBI is investigating federal Community Block Development Grant funds used for six to eight major housing developments in Trenton started under former Mayor Douglas Palmer?s administration, the city?s CDBG coordinator said yesterday.

Federal subpoenas have been issued regarding the CDBG money and FBI agents recently visited the office, said Mark Leckington, the city coordinator. While the projects being reviewed may have continued into Mayor Tony Mack?s administration, Leckington said an FBI agent who visited his office last week said the corruption case against Mack, who has been indicted on multiple counts of alleged bribery and extortion, is not the origin of the probe.

?He made a point of saying it had absolutely nothing to do with the situation with the mayor,? Leckington said. The subpoenas served on the city this month identified a ?person of interest? in the federal investigation, Leckington said, though he declined to identify the target.

Palmer said yesterday that the FBI has not approached him about the CDBG investigation and he did not know who could be the subject of the investigation.
?I have no knowledge of anything, no one has contacted me,? Palmer said. ?There?s nothing I did wrong.?

Leckington said the FBI was seeking to obtain updates of information from an investigation started several years ago, when agents had subpoenaed the CDBG data in an earlier probe.

Palmer said he was unaware of any FBI investigation into the city during his 20 years in office, and said he was never interviewed by agents.

?They can look all they want,? Palmer said. ?They?re welcome. They never talked to me, or anyone on my staff.?

Leckington, who started working for the city in October 2011, said he has found many CDBG project records from both the Mack and Palmer administrations to be incomplete.

However, at present the FBI?s interest is limited to housing projects initiated under Palmer, Leckington said.

Much of his work since joining the city government has involved piecing together CDBG records that were poorly compiled and maintained, he said.

?I have no paperwork on a lot of projects going into the ?90s and 2000s,? Leckington said. ?In some cases, files are missing completely on the project, like they got activated and are not accessible.?

The FBI case is considered open even though it is several years old, Leckington said.

The subpoenas for all information about the use of the CDBG money on Trenton housing development arrived earlier this month, and the data must be provided by mid-January, Leckington said.

When Leckington was hired, he was tasked with organizing the city?s CDBG records.

The Department of Housing and Urban Development gave Leckington a late September deadline to complete the records on 100 projects dating back to the 1990s. He said he could not find the full documentation for 20 projects.

Leckington got a new list of 168 HUD requests two weeks ago and has been asked to account for the money involved, he said.

Failure to provide the necessary documentation that the money was properly spent could mean the city will be forced to pay some of it back.

?They said if we don?t hit some of these time lines they will recover some of the money,? Leckington said. ?It could be several million dollars.?

While Mack is not the subject of the CDBG investigation, some of the projects being reviewed by authorities continued into his administration.

Mack is currently facing federal corruption charges accusing him of accepting bribes to help a developer with a city parking garage project. The project, however, was actually a sting orchestrated by FBI agents, authorities have said.

Macks? brother Ralphiel Mack, and a longtime supporter Joseph ?JoJo? Giorgianni also are charged in the scheme. Mack has steadfastly denied any wrongdoing.

Leckington said that the latest investigation into the CDBG money could cost the city.

While public officials have been prosecuted in the past for misuse of CDBG money, that was only when they also were accused of performing illegal acts such as bribery, fraud and bid-rigging. In cases of the money being mismanaged, the grant is more frequently ordered to be repaid, Leckington said.

?If you misuse CDBG money ? as long as it?s not criminal ? HUD will ask you to repay the money out of the next year?s award,? he said.

Iran: US plane leaves after emergency landing

TEHRAN, Iran (AP) ? A small American commercial plane left Iran Sunday after it was repaired following an emergency landing at an Iranian airport this month, state TV reported.

The plane was forced to land 16 days ago at the airport of the southern city of Ahvaz due to technical failure, Mahmoud Rasoulinejad, head of the state-owned Iran Airports Company, told the TV station.

Rasoulinejad said three passengers left Iran for Arab countries in the Gulf, but the plane remained under repair in the airport. He said the plane took off from Iran Sunday upon arrival of needed spare parts and completion of repairs.

It was not clear why the announcement of the plane's landing was not made earlier.

Iran is a member of the International Civil Aviation Organization, or ICAO, which requires members to come to the aid of civilian aircraft when requested.

The service was provided though Iran and U.S. are at odds over Tehran's suspect nuclear program. The West believes it might be aimed at weapons development, a charge Iran denies.

A separate report by state TV said the Falcon-900 plane had one passenger and two crew members and was flying to Rotterdam in the Netherlands from Abu Dhabi in United Arab Emirates when it encountered mechanical difficulties.

It said a French team from Abu Dhabi repaired the plane at Ahvaz airport.

Every day some 500 foreign airplanes pass through Iranian airspace, including 30 American aircraft.

Obama: Congressional leaders may avoid cliff dive

WASHINGTON (AP) ? President Barack Obama is urging Congress to reach a deal to avoid the fiscal cliff, saying the nation "can't afford a politically self-inflicted wound to our economy."

Obama says in Saturday's radio and Internet address that he believes leaders in Congress may be able to reach an agreement that can pass both houses before taxes rise and spending cuts take effect at the end of the year.

He urges "Washington politics" to not get in the way of "America's progress."

In the Republican address, Missouri Sen. Roy Blunt says "inaction shouldn't be an option" and the nation can avoid going over the fiscal cliff if Obama and the Democratic-controlled Senate work with Republicans to solve the problem.

The Italianate home with the purple kitchen featured formal gardens and an elaborate rear portico. Such poor judgment by the architect, though, to place it smack dab in the middle of a 1.6-acre lot backing up to the golf course at the River Oaks Country Club.?

The nomination for Feeder Road Construction Along I-10 between Washington and Taylor: ?For years, this area managed to get around just fine without freeway frontage roads, and to avoid the car dealerships, furniture stores, topless bars, and fast food restaurants that clutter so many of our other freeways. But thanks to the stimulus, federal funds for highway reconstruction suddenly became available, and this project, which had been languishing on TxDOT?s back burner, met the definition of ?shovel ready.? After 3 years of construction, it still is not finished; the Shepherd and Durham bridges have been reduced from 4 to 2 lanes, the westbound Shepherd exit and on-ramp are still wacky, there?s an extra traffic signal on Yale, and trees that once lined that section of the freeway are gone. Exits and entrances are so close to each other that motorist conflict ? usually in the form of regular games of chicken ? is pretty much guaranteed. This was an ?improvement? in search of a problem.?

New galleries went in where King Biscuit was and at an old grocery store in Sunset Heights. Lights in the Heights and White Linen Nights are emerging from growing pains to become great annual events in addition to the monthly First Saturday and dozens of smaller festivals (including my favorite, Sausagefest at the Odd Fellows lodge). The fever-pitched battles over historic districts and Walmarts have died down, but residents are ready with their pitchforks and torches if a developer tries to go all Ashby on the neighborhood. No other neighborhood in Houston is on such a dynamic trajectory as the Heights.?

Houston?s real estate market wasn?t especially hard hit by the downturn, but it?s clearly bounced back from whatever setbacks it did hit, leading the way for much of the rest of the country.?

Video shows woman pushing man in front of NYC subway train

NEW YORK (AP) ? A surveillance video of the woman suspected of pushing a man to his death in front of an oncoming subway train was released Friday by the New York Police Department.

It shows the woman running from the elevated platform in the Queens section of New York City Thursday night.

Witnesses told police she had been following the man closely and mumbling to herself. She got up from a nearby bench and shoved him as the train pulled into the platform.

It did not appear the man noticed her before he was shoved onto the tracks, police said, adding that the condition of the man's body was making it difficult to identify him.

The woman fled, and police were searching for her. She was described as Hispanic, in her 20s, heavyset and about 5-foot-5, wearing a blue, white and gray ski jacket and Nike sneakers with gray on top and red on the bottom.

It was unclear if the man and the woman knew each other or if anyone tried to help the man up before he was struck by the train and killed at the station on Queens Boulevard in the Sunnyside neighborhood.

It was the second time this month someone has been shoved to their death on subway tracks.

On Dec. 3, 58-year-old Ki-Suck Han was pushed in front of a train in Times Square. A photograph of him on the tracks a split second before he was killed was published on the front of the New York Post the next day, causing an uproar and debate over whether the photographer, who had been waiting for a train, should have tried to help him and whether the newspaper should have run the image. Apparently no one else tried to help up Han, either.

A homeless man, 30-year-old Naeem Davis, was charged with murder in Han's death and was ordered held without bail. He has pleaded not guilty and has said that Han was the aggressor and had attacked him first. The two men hadn't met before.

Being pushed onto the train tracks is a silent fear for many of the commuters who ride the city's subway a total of more than 5.2 million times on an average weekday, but deaths are rare. Among the more high-profile cases was the January 1999 death of aspiring screenwriter Kendra Webdale, who was shoved by a former mental patient. After that, the state Legislature passed Kendra's Law, which lets mental health authorities supervise patients who live outside institutions to make sure they are taking their medications and aren't threats to safety.

DEG Consulting: How to Have Face to Face Communications when ...

It used to be interpersonal communications in the workplace meant standing above the partition, waving to a colleague, and then starting a conversation sharing the topic of discussion. Today with the dispersed workforce, outsourcing, teleworking, globalization, partnering and so on this isn?t feasible and we need to resort to other means.?
It?s fine we can easily stay in touch whatever the hour or relative time zone but is it really effective communication or collaboration? What do I mean by collaboration by the way? A nice if somewhat utopian definition of collaboration might be ?face to face?. But until we get an iHolodeck in our pocket we might need to look for something else!

So what tools can we resort to and how do they stack up against my definition of effective communication or collaboration?

Email is virtually ubiquitous so reaching out is easy but it?s hardly a conversation especially if there are several people in the distribution list. Instant messaging (IM) is close to instantaneous but abbreviated and imposes a lot of waiting or dead time on the participants. Phone calls and audio conferences are actually pretty effective in the ease of communicating but lack, as in the aforementioned, the ability to share is nil. Collaborative wiki like tools show promise, although not a means of face to face communications, but a helpful prop.

Needless to say the need for effective collaboration is becoming more challenging with the increasing stress in the workplace, the expectation that responses will be forthcoming rapidly, and the general volume in media such as email. Recently, I might have serendipitously stumbled on an answer! I had to meet with a prospective partner to discuss and review ideas actually around blogging! We met via HD quality desktop video conferencing and it was really about as close to sitting across the table as I could imagine. Crisp DVD like HD quality in large and full screen panels; superb audio with no clipping, fuzziness, and in full duplex; and the ability to review collateral on the screen really was a revelation. I?d always thought of video conferencing in a separate conference room with giant very impressive but very expensive monitors with lots of infrastructure networking demands. And who wants to book and walk to a special room? Phones would be used much if they were in one part of the building!

No this is a facility that can be used on all your devices and more or less from anywhere. There are now options to engage in a HD (high definition) video conference from a desktop or laptop PC whatever its flavor of operating system, a smartphone or a tablet and over any decent internet of mobile connection. Not only do you ?see? whom you are communicating with but can share and update material being discussed.

A colleague works with a company who has been using desktop video conferencing for a couple of years now and if fact it?s so ubiquitous it?s used in lieu of one on one phone calls.

In my next post on this topic I?ll elaborate on how one can be more productive using HD desktop video conferencing by linking to a recording of a conference. I?ll even show the attendees collaborating on creating some Evernote and Springpad collateral!

Duke Energy International has bought two hydroelectric plants in Chile as part of a $415 million deal announced Wednesday.

The Duke Energy subsidiary bought CGE Group?s Iberoamericana de Energ?a Ibener subsidiary, whose Peuch?n and Mampil hydro power plants on the Duqueco River have a combined capacity of 140 megawatts.

Duke Energy International has operated in Chile since July, when it acquired the 240-megawatt Yungay diesel generating plant. Chile is now the subsidiary?s fourth-largest country in generating capacity.

Duke ?will continue to evaluate additional growth projects in Latin American countries, like Chile, where there is strong growth potential and a stable regulatory system,? Andrea Bertone, president of the international business, said in a statement.

Duke Energy International owns, operates or has substantial interests in about 4,600 megawatts of generating capacity in Latin America, about 70 percent of it hydroelectric.

Citigroup and Banchile Citi acted as Duke?s advisors on the Ibener sale. Duke expects to close on a secured financing from a group of local banks for about half the purchase price in early 2013.

Rare 1961 Ford Gyron Model Fetches $40,000 at Auction

CHICAGO ? A rare "presentation" model of the 1961 Ford Gyron fetched $40,000 at a December auction, commanding nearly four times its estimate.

The buyer was not identified. The model was estimated to fetch $10,000-$15,000 and belonged to Joe Oros, the chief designer of the original Ford Mustang.

The futuristic concept car debuted at the 1961 New York Auto Show and featured two wheels mounted along the car's centerline and a gyroscope for stability. Wright auction house noted in a statement that the full-size Gyron was destroyed in a fire at the Ford Rotunda in 1962 in Dearborn, Michigan.

The car was never produced because the cost of the gyroscope was "prohibitive," according to Wright.

The Gyron predicted the advent of satellite navigation systems, car phones and automated highways. It also featured foot pedals for the driver and passenger to share in the operation of the vehicle.

The Gyron concept was conceived by designer Alex Tremulis, the man who also crafted the Tucker, a rear-engine sedan with a Cyclops Eye ? a third headlight ? that has become the stuff of automotive folklore.

Edmunds says: It may have only been a scale model, but the Ford Gyron at auction is a significant piece of American automotive history.

MANILA - BDO Unibank Inc has dropped its non-life insurance business with Generali Philippines.

In a statement, BDO said it would give up its three-year joint venture starting January 1, 2013, as the lender would focus instead on life insurance.

"After three years, our board is fully convinced that any further effort to operate our non-life business has become far less attractive due to an overly competitive market and to the significant increase in catastrophe reinsurance costs, a consequence of a series of natural events that recently occurred in Asia. The above reasons, all of which are not expected to improve in the near future, led the board to this unanimous decision." Generali president Vergel de Dios said.

The decision to ditch the non-life business comes on the heels of improved performance.

?New individual insurance sales, arising solely from regular premium products, were up 30 percent for the same period, while individual renewal premiums grew at a hefty rate of 59 percent. Group life and health premiums on the other hand were up 25 percent,? BDO said.

"A key driver to this growth is the company's sustained efforts to beef up its primary bancassurance distribution channel. Generali Philippines now employs a bancassurance sales force numbering over 500 who operate in more than 750 BDO branches nationwide,? the bank said.

According to the lender, the sales performance represented a three-fold increase from a year ago and ?the result of the company's investment in sales training and supervision, improved field management systems, and concentration on its broad-based target markets.?

"Our efforts in developing a professional bancassurance sales force by building strong fundamentals have started to bear fruit," De Dios said.

"This move has brought us closer to our ultimate objective of helping bank clients buy the right insurance products for their expressed needs. In the process, we enable our financial advisers to achieve their own financial aspirations via a rewarding sales career in Generali," he said.

Police officer among 2 fatally shot in Houston

HOUSTON (AP) ? A traffic stop turned into a fatal shooting on Christmas Eve when a gunman killed a police officer and bystander in the parking lot of a Houston body shop, police said.

The confrontation followed a chase that began shortly before 9 a.m. Monday when the suspect sped off in his car rather than pull over as an officer had requested, Houston police spokesman John Cannon said. As the suspect fled, he sideswiped a white truck, which also took off after him, he said.

The suspect, identified by Cannon as Harlem Harold Lewis, 21, and the white truck eventually pulled into a nearby Maaco body shop, where Bellaire police Cpl. Jimmie Norman approached the vehicle. Cannon said an argument apparently erupted, and the suspect pulled out a .380 caliber handgun and shot Norman.

"The saddest thing is that the officer, who is deceased, didn't have the opportunity to pull his weapon and defend himself," Cannon said. "It happened that fast."

He said a man then walked out of the body shop, and the suspect shot him.

Other officers arrived at the scene and found Norman lying on the ground and the suspect next to him, holding a gun, Cannon said.

"They are immediately fired upon, and those two officers then returned fire," he said.

The suspect was shot but fled on foot, Cannon said. He hid under a parked truck, but officers followed a trail of blood and arrested him.

"This suspect murdered a police officer and murdered an innocent bystander," Cannon said.

He said Lewis was expected to be charged later Monday with capital murder of a police officer and murder for the death of the bystander.

Norman, 53, worked for the Bellaire Police Department for 23 years and was the first of its officers to be shot in the line of duty, Bellaire police spokesman Robert Beran said.

"We're devastated by his loss. We're devastated by what this has done to his family," Bellaire Police Chief Byron Holloway told reporters at a news conference.

The identity of the bystander has not yet been released.

The parking lot of the body shop remained cordoned off with yellow police tape hours after the shootings. Officers milled around, collecting evidence and discussing the incident. The owners of a nearby auto parts store closed up early for Christmas, although other stores in the strip mall remained open as people rushed in for last-minute holiday errands.

Stephanie Pacheco, who works at the auto parts store, said she saw the officer get out of his patrol car in the parking lot next door and approach the driver. The officer opened the suspect's car door and tried to pull him out, she told the Houston Chronicle.

That's when the suspect opened fire, she said. The officer fell down, and the suspect continued firing shots in other directions, Pacheco said.

"This is senseless, ridiculous and needs to stop," Pacheco said. "I'm tired of seeing people die. It's a sad thing."

The bystander was shot at close range and died at the scene, Cannon said. It wasn't clear why the man stepped outside the body shop or whether he was an employee or a customer, he added. Norman was rushed to a hospital and died there.

The suspect was in critical but stable condition at a Houston hospital. Cannon said he is expected to survive.

Houston and Bellaire police and the Harris County District Attorney's office are investigating.

Subdued mood on the last holiday shopping weekend

ATLANTA (AP) ? Christmas shoppers thronged malls and pounced on discounts but apparently spent less this year, their spirits dampened by concerns about the economy and the aftermath of shootings and storms.

Talk about more than just the usual job worries to cloud the mood: Confidence among U.S. consumers dipped to its lowest point in December since July amid rising economic worries, according to a monthly index released Friday.

Marshal Cohen, chief research analyst at NPD Inc., a market research firm with a network of analysts at shopping centers nationwide, estimates customer traffic over the weekend was in line with the same time a year ago, but that shoppers seem to be spending less.

"There was this absence of joy for the holiday," Cohen said. "There was no Christmas spirit. There have been just too many distractions."

Shoppers are increasingly worried about the "fiscal cliff" deadline ? the possibility that a stalemate between Congress and the White House over the U.S. budget could trigger a series of tax increases and spending cuts starting Jan. 1

The recent Newtown, Conn., school shooting also dampened shoppers' spirits atop the fall's retail woes after Superstorm Sandy's passage up the East Coast.

The Northeast and Mid-Atlantic, which account for 24 percent of retail sales nationwide, were tripped up by Sandy when the enormous storm clobbered the region in late October, disrupting businesses and households for weeks.

All that spelled glum news for retailers, which can make up to 40 percent of annual sales during November and December. They were counting on the last weekend before Christmas to make up for lost dollars earlier in the season.

The Saturday before Christmas was expected to be the second biggest sales day behind the Friday after Thanksgiving.

After a strong Black Friday weekend, the four-day weekend that starts on Thanksgiving, when sales rose 2.7 percent, the lull that usually follows has been even more pronounced. Sales fell 4.3 percent for the week ended Dec. 15, according to the latest figures from ShopperTrak, which counts foot traffic and its own proprietary sales numbers from 40,000 retail outlets across the country. On Wednesday, ShopperTrak cut its forecast for holiday spending down to 2.5 percent growth to $257.7 billion, from prior expectations of a 3.3 percent rise.

Online, sales rose just 8.4 percent to $48 billion from Oct. 28 through Saturday, according to a measure by MasterCard Advisors' SpendingPulse. That is below the online sales growth of between 15 to 17 percent seen in the prior 18-month period, according to the data service, which tracks all spending across all forms of payment, including cash.

At the malls, overall promotions were up 2 to 3 percent from last year heading into the pre-Christmas weekend, after being down 5 percent earlier in the season, according to BMO Capital Markets sales rack index, which tracks the depth and breadth of discounts.

Attempting to drum up enthusiasm, retailers have expanded hours and stepped up discounts.

At The Garden State Plaza, teen retailer Aeropostale discounted all clothing and accessories by 60 percent. Charles David, Cachet and AnnTaylor had cut prices by 50 percent of all merchandise. At AnnTaylor, racks of discounted clothes had been marked down by an additional 25 percent. One dress, originally priced at $118, was marked down to $49 but with the additional 25 percent, it cost $21.30.

But the deals at the mall failed to impress Wendy McCloskey, 35, of Lebanon, Ind., who started her holiday shopping Sunday at the Castleton Square Mall in Indianapolis. A snow storm that blustered through the Midwest this week delayed her shopping plans, and a busy schedule with her children also got in the way.

"I was so surprised. I figured they'd have better deals," she said.

And at The Garden State Plaza in Paramus, N.J., Linda Fitzgerald said she didn't feel like shopping this season, facing a sister's cancer diagnosis atop worries about the economy and the Connecticut shooting.

"It's so hard to put yourself in the mood," said Linda Fitzgerald, a 51-year-old nurse from Yonkers who went out weekend shopping with her 17-month-old granddaughter in tow.
